One of the first challenges that President Barack Obama will face is the effects of the ongoing financial crisis, which has called into question the future of American power. An article in The Far Eastern Economic Review proclaims that ��Wall Street��s crack-up presages a global tectonic shift: the beginning of the decline of American power.�� Russian President Dmitri Medvedev sees the crisis as a sign that America��s global leadership is coming to an end,[link widoczny dla zalogowanych], and Venezuelan President Hugo Chavez has declared that Beijing is now much more relevant than New York.
Yet the dollar, a symbol of American financial power, has surged rather than declined. As Kenneth Rogoff, a Harvard professor and former chief economist of the IMF notes, ��It is ironic, given that we just messed up big-time,[link widoczny dla zalogowanych], that the response of foreigners is to pour more money into us. They��re not sure where else to go. They seem to have more confidence in our ability to solve our problems than we do.��
It used to be said that when America sneezed, the rest of the world caught a cold. More recently, many claimed that with the rise of China and the petro-states, an American slowdown could be decoupled from the rest of the world. But when the United States caught the financial flu,[link widoczny dla zalogowanych], others followed. Many foreign leaders quickly switched from schadenfreude to fear and to the security of U.S. treasury bills.
Crises often refute conventional wisdom, and this one reveals that the underlying strength of the American economy remains impressive. The poor performance of Wall Street and America regulators has cost America a good deal in terms of the soft power of its economic model��s attractiveness, but the blow need not be fatal if, in contrast to Japan in the 1990��s, the U.S. manages to absorb the losses and limit the damage. The World Economic Forum still rates the American economy as the world��s most competitive,[link widoczny dla zalogowanych], owing to its labor-market flexibility, higher education, political stability, and openness to innovation.
The larger question concerns the long-term future of American power. A new forecast for 2025 being prepared by the U.S. National Intelligence Council projects that American dominance will be ��much diminished,�� and that the one key area of continued American superiority military power will be less significant in the competitive world of the future. This is not so much a question of American decline as ��the rise of the rest.��
Power always depends on context, and in today��s world,[link widoczny dla zalogowanych], it is distributed in a pattern that resembles a complex three-dimensional chess game. On the top chessboard,[link widoczny dla zalogowanych], military power is largely unipolar and likely to remain so for a while. But on the middle chessboard, economic power is already multi-polar, with the U.S., Europe, Japan and China as the major players, and others gaining in importance.
The bottom chessboard is the realm of transnational relations that cross borders outside of government control. It includes actors as diverse as bankers electronically transferring sums larger than most national budgets, as well as terrorists transferring weapons or hackers disrupting Internet operations. It also includes new challenges like pandemics and climate change. On this bottom board, power is widely dispersed, and it makes no sense to speak of unipolarity, multipolarity, or hegemony.
Even in the aftermath of the financial crisis, the giddy pace of technological change is likely to continue to drive globalization,[link widoczny dla zalogowanych], but the political effects will be different for the world of nation-states and the world of non-state actors. In inter-state politics, the most important factor will be the continuing ��return of Asia.��
In 1750,[link widoczny dla zalogowanych], Asia had three-fifths of the world population and three-fifths of the world��s economic output. By 1900,[link widoczny dla zalogowanych], after the industrial revolution in Europe and America,[link widoczny dla zalogowanych], Asia accounted for just one-fifth of world output. By 2040, Asia will be well on its way back to its historical share.
The rise of China and India may create instability, but it is a problem with precedents, and we can learn from history about how policies can affect the outcome. A century ago, Britain managed the rise of American power without conflict,[link widoczny dla zalogowanych], but the world��s failure to manage the rise of German power led to two devastating world wars.
The rise of non-state actors also must be managed. In 2001, a non-state group killed more Americans than the government of Japan killed at Pearl Harbor. A pandemic spread by birds or travelers on jet aircraft could kill more people than perished in World Wars I or II. The problems of the diffusion of power (away from states) may turn out to be more difficult than shifts in power between states.
The challenge for Barack Obama is that more and more issues and problems are outside the control of even the most powerful state. Although the U.S. does well on the traditional measures of power, those measures increasingly fail to capture much of what defines world politics, which, owing to the information revolution and globalization, is changing in a way that prevents Americans from achieving all their international goals by acting alone.
For example, international financial stability is vital to American prosperity, but the U.S. needs the cooperation of others to ensure it. Global climate change, too, will affect the quality of life, but the U.S. cannot manage the problem alone. And,[link widoczny dla zalogowanych], in a world where borders are becoming increasingly porous to everything from drugs to infectious diseases to terrorism, America must mobilize international coalitions to address shared threats and challenges.
As the world��s largest economy, American leadership will remain crucial. The problem of American power in the wake of the financial crisis is not one of decline, but of a realization that even the most powerful country cannot achieve its aims without the help of others. Fortunately, Barack Obama understands that.

The New York Philharmonic arrived in North Korea on Monday. A chartered Asiana Airlines jet carrying 280 people, including the 105-member ensemble (seven of whom are Korean-American), orchestra executives,[link widoczny dla zalogowanych], supporting staff and journalists, departed Beijing and landed at Pyongyang Sunan International Airport at 4 p.m.

NASA scientists are poring over photographs sent from the Phoenix spacecraft after it landed on Mars late Sunday,[link widoczny dla zalogowanych]. VOA's Brian Wagner reports the team is readying the craft to begin analyzing weather and soil conditions on the planet's surface,[link widoczny dla zalogowanych].
The first images sent back from the Phoenix Mars Lander showed a barren landscape dotted with small rocks and pebbles,[link widoczny dla zalogowanych], as well as a complex pattern of cracks and troughs. Scientists say the evidence of cracks and troughs is exciting because it suggests that ground ice is present,[link widoczny dla zalogowanych], similar to areas of permafrost on Earth.
The team's principal investigator is Peter Smith of the University of Arizona,[link widoczny dla zalogowanych]. He says some of the troughs shown in the Lander's photographs appear to have been freshly formed,[link widoczny dla zalogowanych].
NASA's Phoenix spacecraft landed in the northern polar region of Mars, 25 May 2008
"This is just like the active surfaces in the arctic regions on Earth," said Peter Smith. "It implies you have an active surface, in other words the ice is still there and expanding and contracting with the seasons."
Smith says the Lander is set to transmit new photographs once a day,[link widoczny dla zalogowanych], gathering images of the entire area around the craft's landing zone.
The Phoenix landed with a combination of parachutes and thrusters late Sunday, ending its journey of 680 million kilometers to Mars which took nearly 300 days. The craft is expected to conduct a 90-day mission digging for signs of the raw ingredients for life in the planet's northern polar region.
In coming days, engineers are expected to ready the Lander's equipment to begin analyzing the planet's weather and soil conditions.
Smith says probes on the Lander will dig through layers of soil to study its composition and find ground ice believed to be several centimeters below the surface. He says one key hope of scientists is to find remains of organic life frozen in the ground ice,[link widoczny dla zalogowanych].
"We are wondering on Mars is there any indication that organic materials are preserved in this ice," he said. "And probably the organic materials would have come from asteroids and comets that hit the surface of Mars over the last many eons."
Smith says the Phoenix mission targeted the planet's frozen polar region because warmer conditions elsewhere on the planet would break down the remains of any possible organic life and make them impossible to detect,[link widoczny dla zalogowanych].

The National Assembly's Defense Committee on Wednesday passed a revision to the Military Service Act that would give those who have fulfilled military service,[link widoczny dla zalogowanych], extra points worth up to 2 percent of the marks they earn in each section of the public service exams. The committee passed the bill by a majority of seven out of the 11 members present before referring it to the Legislation and Judiciary Committee.
According to the bill,[link widoczny dla zalogowanych], central government agencies,[link widoczny dla zalogowanych], local governments,[link widoczny dla zalogowanych], military units,[link widoczny dla zalogowanych], public and private schools,[link widoczny dla zalogowanych], and public and private enterprises and corporations that employ more than 20 people per day will be required to give such extra points to exam takers.
But the number of applicants who are recruited based on such extra points should not exceed 20 percent of the total number of new recruits. In addition,[link widoczny dla zalogowanych], how many times such extra points can be granted each person will be restricted by a presidential decree.
This revision was submitted by Grand National Party lawmaker Koh Jo-heung in May last year,[link widoczny dla zalogowanych], re-introducing the controversial system provided it is passed by Legislation and Judiciary Committee and a plenary session of the National Assembly. But controversy is likely to flare up given that the Constitutional Court already found a similar system unconstitutional in 1999 and that women's groups are up in arms.
The extra-points system of 1999 envisaged indiscriminately giving those who fulfilled military service,[link widoczny dla zalogowanych], extra points worth about 3 to 5 percent of full 100 points,[link widoczny dla zalogowanych], regardless of the marks each individual exam taker earned,[link widoczny dla zalogowanych], and no matter how many times applicants take the public service exams. The Constitutional Court said the system provided excessive benefits for a certain class of applicants of public service exams in a situation when the competition rate in such exams is high and disadvantages the underprivileged such as women and the disabled.
Koh said the latest revision ��removes unconstitutional elements by lowering the uppermost limits of extra points and limiting the frequency with which people are allowed to get extra points under a presidential decree,[link widoczny dla zalogowanych]."
